POSITION SUMMARY:

This position is a management position that is responsible for the overall direction, planning, management and leadership of the Recreation Services Division within the city's Recreation and Parks department. This position is a member of the senior leadership team of the department and acts as strategic advisor to the Director of Recreation and Parks.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
? Lead, manage and direct division staff to include training, coaching and motivation of staff, program oversight of directives that align with work priorities and strategic work plan.
? Recruit, hire, train and evaluate staff to meet strategic goals, and development of core competencies for
organizational success.
? Assess community recreation needs and develop strategic plan to address service gaps based on ongoing changing demographics.
? Identify, develop, and implement programs and projects that are in strategic alignment with City Council goals and further the city's mission.
? Prepare and administer division budget including procurement of grants/ alternative revenue sources, and establishing fees to fund programs and services.
? Provide strategic counsel and advice to Director of Recreation and Parks, Recreation and Parks Commission and City Council.
? Coordinate assigned tasks with other department divisions, city departments, officials, outside organizations.
? Develop sustainable partnerships with public agencies to leverage resources for recreation services.
? Evaluate programs and services for efficiency, effectiveness in meeting stated objectives and performance indicators that support continuous improvement efforts.
? Identify and analyze potential safety risks in advance and develop policies and procedures to reduce liability and accidents.
? Assist the Director of Recreation and Parks with strategic planning and annual work plan for department.
? Oversee the publicity, marketing and promotions of recreation programs and services.
? Oversee, direct, or coordinate special projects to include researching best practices, analysis of options, and implementation strategies that meet intended outcomes.
? Establishes policies and procedures, interprets to citizens and problem-solves to resolve complaints.
? Produce written communications, financial and statistical reports, and presentations.
? Represent department and city at events, civic functions, state and national conferences, and site visits to programs.
? Oversee the assignment of work areas and tasks for recreation division employees.
? Provide oversight to recreation programs and services offered.
? Assist the Director of Recreation and Parks with projects, as needed.

MINIMUM AND DESIRED QUALIFICATIONS:
Minimum Qualifications
? Bachelor's degree in Parks and Recreation, Leisure Studies, Community Education, Education or related field
? Eight (8) years of experience in the oversight and management of a comprehensive program planning division
in a municipal, school district or community education setting
? Eight (8) years of experience in the oversight and management of program budgeting
? Eight (8) years of experience working with community organizations to coordinate community programs and events
? Eight (8) years of experience conducting program evaluations and needs assessments
? Eight (8) years of experience developing and implementing programs and services that align with
organizational goals
? Eight (8) years of experience developing strategic partnerships to deliver quality and sustainable programs
? Eight (8) years of experience managing human resources and duties for Division
? Eight (8) years of experience coordinating efficient processes in human resource management, procurement and financial reporting
? Three(3) years of experience managing grants and writing requests for grant funding
? Ability to effectively lead and direct a large, diverse workforce to achieve goals and desired outcomes
? Ability to orally communicate effectively within all levels of the organization and write clear concise documents and reports
? Ability to communicate a clear and well defined vision for and commitment to the unique role parks and
recreation plays in community building
? Ability to professionally exhibit cultural sensitivity, patience and understanding in the course of work duties
Ability to relate to and work with individuals representing a variety of diverse backgrounds and cultures
? Ability to provide a level of customer service that meets or exceeds customer expectation and satisfaction

Desired Qualifications
? Master's degree in Parks and Recreation or Public Administration
? Ten (10)+ years of experience in the oversight and management of a comprehensive program planning
division in a municipal, school district or community education setting
? Ten (10)+ years of experience in the oversight and management of program budgeting
? Ten (10)+ years of experience working with community organizations to coordinate community programs and events
? Ten (10)+ years of experience conducting program evaluations and needs assessments
? Ten (10)+ years of experience developing and implementing programs and services that align with
organizational goals
? Ten (10)+ years of experience developing strategic partnerships to deliver quality and sustainable programs
? Ten (10)+ years of experience managing human resources and duties for Division
? Ten (10)+ years of experience coordinating efficient processes in human resource management, procurement and financial reporting
? Five (5)+ years of experience managing grants and writing requests for grant funding
? Previous experience working with diverse populations
? Fluency in Spanish, Hmong, Russian, Somali or Vietnamese language(s)

ADDITIONAL INFORMATION:

Anticipated Work Schedule: This is a full-time, exempt, non-union position subject to a flexible schedule that includes a standard eight (8) hour work day; may include occasional evening and weekend hours
Anticipated Hiring Wage: $7,061 to $8,307 Monthly
